And this time I have waited well over 30 minutes and am still being told it is not ready. For something that sells itself as "it will only be a minute, don't go too far", this is either extremely bugged, or just plain ridiculous.

This is likely linked to the issue that some players have not being able to talk to NPCs at all. I've talked to Opal just fine on my end, but some players like you couldn't make it past that.

Please provide a screenshot of the quest in your journal (book icon on the left, then the blue bookmark on the book interface, and then the quest 'An Equestrian Werepony in the Evershade').
Poseys and Prickleys, the ability Thyme gives you, should be added to your spell list after speaking to him as part of the quest 'The Magic of Ordinary Neighs'. By default, it should be added to your action bar, in the next free space after the abilities you already possess. It should look like a rainbow over a field of red flowers.
The giant exclamation mark is a known bug, meaning that you have a quest objective outside of the boutique. The actual quest has probably updated correctly, meaning that when you return to Coldhoof, she will act as if you have received the cloth, so the quest should still be complete-able.
'The Magic of Ordinary Neighs' is a Talent Mark quest, meant to be chosen from your pony race's pool (as a unicorn that currently means magic, partying, or medicine). You appear to have already completed the quest 'The First Day of Our Pony Lives', meaning that your character has progressed to the adult stage; in addition, you've completed the quest 'Nothing a Billion Bandages Can't Fix', meaning you have already chosen a Talent Mark. As such, you cannot complete 'The Magic of Ordinary Neighs'. This quest should've been removed from your quest log once you progressed to the adult stage, as all incomplete foal-stage quests should be upon becoming an adult.
Was your inventory full at the time you should have received the turtle egg? If so, this may have caused the script to break. We're currently looking into how to tackle issues like this.

Doing exactly the first three steps, the quest went through fine for me, this might be linked to the item checking issue, and plenty of quests rely on the item checking.

This may be a bit of a serverside issue, some were able to talk to Windhover, but some aren't able to. Windhover's script isn't broken as far as I can tell.

The ability will not appear in your hotbar. You will need to open your journal to the Skills page, click on the Magic bar, then click on and drag the ability to an empty slot in your hotbar.

Just completed this quest as well. I also had a quest marker for Starburst Nova, but the map marker for this particular character did not show. When completing this task in the quest, your return task populates and is marked on the map as expected.
To add insult to injury, upon completing the rest of the deliveries, I was only credited for 16 of the deliveries. This sounds about right for the number of handouts after I entered then exited the library, but I'm not 100% certain.
Went by there a couple times while looking and it was empty. I just tried again and everyone was there.
I'll remember that.
Try not to start quests that involve the same NPCs as they tend to conflict with each other.
There should be a lot of the main NPCs (including your teacher, and Flan) in this area for the graduation ceremony, are you sure they're not in this area?
The quest works if you use a torch instead of the bucket, though it seems to leave a perpetual quest marker on Bando.
