What is happening:
It seems like there are no hoof sounds whenever walking for your current pony you're using, but you can hear other players hoof's and NPC's hoofs just fine.

EDIT: It seems like their either VERY quiet when walking on cement (if there are any sounds). Although in grass you can hear them just fine.
