Issue with Costume of the Night quest

Description

What is happening:
Currently trying to gather the Card Stock, Rainbow Ink, and 8 twigs for the gathering part of the quest. While talking to Bluebell to get the Card Stock a sudden server reset occurred in the server due to a Halloween event that was happening on the 30th. This took down the America server for a while. When going to the Europe server as the workaround Bluebell is now indicating that I have the Card Stock item however it is not in my inventory and the quest is not marking the items as in my inventory. I've tried finishing the other parts and talking to the quest giver but it still will not proceed. In frustration I even tried redoing the quest with Ensemble and recollected the items but still not allowing me to pick up card stock or see it in inventory. It appears the quest is completely stuck for me

What should be happening:
Should be getting card stock from Bluebell

Steps to reproduce the issue:
Launch game, went to Crystal kingdom and started Ensemble quest. Went to Cantermore and started Bluebell portion of quest. Had a server reset during the text for the quest. Logged back into server and could not continue quest

A fix for this has been added to Old Quest Marker Fix by the Cantermore train station. Please check there for the option "Bluebell says she already gave you cardstock." after the next server reset.
