What is happening:
Using some spells near mobs can cause them to rapidly move up then down, looking similar to jumping.
I'm assuming they are interacting with the spell boundaries/hitboxes somehow.
What should be happening:
Spells should not cause mobs to jump into the air
Steps to reproduce the issue:
Use an AOE spell near a monster, then watch its position. I believe candy shower and seismic buck are two spells that can cause this.
