There is a large pileup of escort guards at Sugarcane Corner and possibly the other places.

Either the guards need to disappear (be it despawn or leave town, etc.), or the guard that you talk to (and not a doppelganger) is the guard that escorts you. upon escorting you, the guard needs to resume her usual patrol route.

How to replicate: Ask multiple guards to escort you to a particular location. Then show up at that location.
